Create scheduled audio room

Schedules an audio meeting room for a future start. Project defaults and audio-specific locks apply; metadata.default_lock_settings does not override them. Providing external_user_id and name binds the creator. Returns room_id and start_time, plus participant_id for an identity-bound creator; no final_link is issued until the room starts. Invalid settings, duplicate client_room_id, and project/key mismatches are rejected.
