Starts a scheduled audio or video meeting room. A creator-bound room uses the identity saved at creation; an optional external_user_id must match that creator. Returns a credential-bearing final_link and, for a creator-bound room, its participant_id. A creator mismatch, an attempt to first assign an ID at start, or a conflicting start claim is rejected.
